What is better for the people? Federation OR Confederation?

I've been doing quite a bit of research about the Confederate States of America vs. the United States of America,.. which one would have been better and which one would be stronger for a longer period of time.. Not only strength, but which form is better for the people. Gives the people a lot of freedom without govt' programs and involvment. I've done my research, now I'm just looking for some other people's opinions out there. If you could I would appreciate any reasons you have as well. All answers are very appreciated.
