What kind of plants can you grow and keep in a tiny pot?

I wouldn't go with bamboo,... those things grow like wildfire. Gr or cactus might be exceptional or small herb plants. An aloe vera plant might be something good. A woman at my office gave them out in pots about that size around christmas time. They look really great sitting on our desks.
